Development of natural resource policy and analysis of the evolution of public intervention in the use of natural resources. Examination of present policies and of conflicts between private individuals, public interest groups, and governmental agencies.

DESCRIPTION: This course examines the role of economics in the development of natural resource policy. The basic questions examined will be: a) How should natural resources be allocated among alternative uses, and b) what is the role for public intervention in the management of natural resources? The "optimal" allocation of resources will be compared to the allocations that occur when resources are left unmanaged. This will allow consideration of different policy alternatives aimed at improving resource allocation. The course will focus on the application of general economic principles to the management of a variety of resources including: fishery, forestry, oil and mineral, and water resources.
